Clause I

The Tunis-International Book Fair of  is a cultural manifestation organised annually by the Ministry of Culture and Heritage Preservation.

Clause II

The main objectives of the Tunis- International Book Fair are to:

* Contribute to the promotion of books as a fundamental medium and mediator for the transmission of ideas and knowledge. .

* Offer the public a choice opportunity of discovering the latest in intellectual, literary, scientific and artistic production in Tunisia and in the world.

* Contribute to the establishment of a tradition of reading and use of books amongst all age groups and social environments.

* Create an enabling environment for developing exchange and partnerships in the spheres of creation, publishing and distribution and fostering contacts between professionals in the sector both on the national and international levels.

* To organise in the scope of the fair all susceptible activities related to the promotion of dialogue and exchanges which belong the artistic, literary and intellectual livelihood. 

Clause III: Date and venue  

3-1 The 26th session of the Tunis international book fair will take place at the Kram exhibition Park, from Friday, April 25th to Sunday  may, 04th 2008.

3-2 The official opening of the session will take place on Friday, April 25th 2008.
 
3-3 The fair will be open to the public from Saturday, April 26th  until Sunday, May 4th, every day without break,  from 10 a.m. to 8 p.m.

Clause IV

4-1 The fair provides two stand types which are :

a) stands for Exhibition without sales :

These stands are exclusively reserved for display and are available to public establishments, national, regional and multilateral organisations participating in the fair within the framework of bilateral and multilateral agreements contracted to this effect.

b) Exhibition and sale stands:

  These stands are intended for the exhibition and sale of materials published by public and private establishments participating in the fair. Exhibitors must cover the costs pertaining to rental, fitting out, insurance and staffing of the stand.

4-2 The fair management is the only  responsible for allocating space and the use of the fair premises, taking into account the needs for a successful organization of the event.

4-3 The exhibitor must take responsibility for running the assigned stand for the whole duration of the fair, in compliance with the different articles of the Terms and Conditions.

Clause V

5-1 Terms and conditions for participation:

Participation in the fair is open to Tunisian, Arab and other public, private and associative establishments presenting their own publishing production and to those mandated by publishing houses with exclusive mandates for the fair.

5-2 Exhibitors must fill- in application for participation forms (Form n° 1 and addendum n° 1 bis) and send them in duly signed to the fair management before 11 February 2007 along with a detailed list of books and other media the exhibitor plans to present at the fair. Lists must be drawn up in compliance with given formats: n° 2 for books and n° 2 bis for other media.

5-3 Lists of titles must reach the fair management in electronic format (floppy disk or CD) or by email at the following address: foiredulivre.tunis@email.ati.tn   

5-4 Should an exhibitor represent other publishing houses, the application for participation must be accompanied by a mandate delivered by each of the publishing houses represented.

5-5 Applications for participations that do not meet the above mentioned deadlines will not be taken into consideration nor will those that do not include all the required information and documents. 

Clause VI: Participation costs

6-1 As soon as an agreement in principle has been obtained, participants must pay at least 80% of their estimated participation costs into the account of : « Foire internationale du livre de Tunis / “Union Internationale des Banques” (U.I.B) Agence Rue d'Egypte. Tunis. Account N° : 12002000390579147750.

The outstanding costs will be payable as soon as the final amount due is fixed during the week preceding the opening of the fair.

6-2 Participation costs according to the surface area of stands are established as follows:

6-3 The fair management can provide exhibitors with additional rented equipment. Rentals are as follows:

Clause VII: Liability and insurance

7-1 Exhibitors are responsible for their stands and commit themselves, if need be, to reimburse damage caused to furnishings placed at their disposal.

7-2 No Exhibitor may rent out or hand over a stand in part or totally to a third party.

7-3 The Exhibitor is under the obligation to take out an insurance policy against fire and business liability through the fair management with the “Société Tunisienne d'Assurance du Kram”. The coast of the insurance has been fixed at 3 dollars/or equivalent in Tunisian dinars per m².

Clause VIII: Exhibited material

8-1 The fair management can request to examine a copy of any work figuring on the list presented by the participant before authorizing their display or distribution in the fair. Copies of these titles must reach the fair management under separate packets before 10 March 2008.

8-2 Publications published between 2006 and 2008 must represent at least 80% of the total exhibited titles.

8-3 Digital and Audio visual supports should contain Cultural and Intellectual contents.

8-4 The Exhibitor is authorized to import 70 copies of each title published during or after 2005 for the fair and 30 copies at most of titles published during the period 2004-2005 and only 10 copies of titles published before 2004. The fair management has the right to take hold of the copies which exceed the fixed quantities; the exhibitor shall pay all charges subject of taking hold and stocking the exceeding quantities.
 
8-5 Only titles approved by the fair management may be exhibited or sold. In all cases, the exhibition and sale of tendentious material or material contravening existing laws is prohibited.

8-6 The fair management has the right to seize any title that does not figure on the presented list or that has not received its prior approval.


8-7 The fair management reserves the right to seize any fraudulent copy that may be the object of proceedings filed by rightful owners.

8-8 Exhibitors are prohibited from exhibiting or selling titles belonging to other publishing houses without an exclusive mandate to do so.

8-9 in accordance with the clause 5 of the present regulation, it is strictly prohibited for all participants to expose or sell works of other publishers without an exclusive procuration.
 
8-10 Exhibitors must ensure that all their books are sent in one single consignment.

Clause IX: Discounts

9-1 Visitors to the fair will, for the entire duration of the fair, be granted a discount of a minimum rate of 20% of the initial price.

9-2 prices must be clearly printed or mentioned on the back of each volume. The fair management may take the proper procedures for the non respect of this article.

9-3 In case of the price is not printed or labelled, the exhibitor must display it in a table bearing all their prices in Tunisian dinars, the table must be posted in a visible place of the stand and bear the stamp of the fair.

Clause X: Declaration, temporary admission and transfer of sales revenue formalities

10-1 Parcels and shipping inventories can only contain titles approved by the fair management within the limits of the quantities stipulated in the present Terms and conditions.

10-2 In order to complete formalities for transferring revenue from sales, exhibitors must undertake the formalities required for the temporary entry of their products at the latest 48h before the opening of the fair with the customs services and the fair management.

A second declaration at the end of the fair must specify their sales figures and detail the titles sold.

10-3 Publishers represented at the fair by their agent in Tunisia can stock their stands, within the limits of the quantities fixed under article VI, from stocks already held by their agents. In this case the income from sales can only be transferred through the intermediary of the said agents.

Clause XI: Fitting out and closing of stands

11-1 Exhibitors can start to fit out their stands as from 21 April 2008. They must complete their arrangement by noon of 24 April 2008, i.e. one day before the official opening of the fair.

11-2 Stands cannot be totally closed or partially emptied of their contents before the day and official closing time of the fair, i.e Monday 4 May 2008  at 8p.m.

Clause XII: Publicity and promotion

12-1 Participants can reserve advertising space in the fair’s general catalogue and daily news bulletin in compliance with the specifications contained in the invitation folder.

12-2 Exhibitors may organize promotional activities for their new publications (book signing, press briefings etc..) in coordination with the fair management The fair management has appropriate space available for the organisation of this type of activity.

Clause XIII

13-1 The fair management has the right to reallocate stands of participants who have not fulfilled their obligations within the set deadlines.

13-2 The fair management has the right to reallocate any stand that has not been occupied or fitted out by the exhibitor 24hrs before the opening of the fair.

In both the above mentioned cases, the fair management is under no obligation to refund the sums already paid by the exhibitor.

Clause XIV: Exhibitor badges

14-1 The fair management will deliver each stand with specific official access badges according to the allocated surface area:

4 badges

27 m²

5 badges

More than 27 m²

According to the needs of the stand

14-2 Exhibitors can gain access to their stands from 9.30 a.m. in the morning and cannot close them before 8 p.m.

Clause XV: Miscellaneous measures


15-1 Exhibitors are strictly prohibited from occupying space beyond the area allocated to their stands and from overstepping onto the aisles reserved for visitors.

15-2 Exhibitors are responsible to keep their stands clean and well ordered.

15-3 Exhibitors are not permitted to use audio equipment whose range goes beyond the boundaries of their stands.

15-4 Distributing or posting advertising material in the entrances and passageways of the fair is prohibited without prior authorization from the fair management.
